The establishment of cross-border e-commerce policies and norms, as well as the regulations on the degree of openness, are important foundations for the development of cross-border e-commerce. The development of China's cross-border e-commerce policy has gone through three stages: the policy starting period (2004-2007), the policy development period (2008-2012) and the policy outbreak period (since 2013). The policies in the initial stage initially standardized the development of e-commerce industry, focusing on standardizing the industry; During the development period, 10 policies were successively issued, involving supervision, payment and settlement, and pilot projects, with emphasis on support and guidance; During the outbreak period, a number of policies were issued in a centralized manner, mainly focusing on the convenience of export and advancing to the implementation level.
In addition to national policies, all provinces and cities have also responded to the national call and successively issued relevant policies to support the development of cross-border e-commerce industry. According to the author's understanding, it is proposed to accelerate the construction of cross-border e-commerce comprehensive pilot area and pilot cities for cross-border e-commerce retail imports, and implement the list of cross-border e-commerce retail imports and regulatory policies. Cultivate and identify a number of cross-border e-commerce service platforms, public overseas warehouses and industrial parks, and expand the scale of cross-border e-commerce B2B exports. We will deepen scientific and technological innovation, institutional innovation, and model innovation in trade, and accelerate the development of cross-border e-commerce, market procurement trade, and comprehensive foreign trade services.
Affected by the epidemic in 2020, cross-border e-commerce, as an important breakthrough to promote the transformation and upgrading of foreign trade and create a new economic growth point, has also been supported by policies. To strengthen policy support and optimize the development environment, cross-border e-commerce has opened an important period of strategic opportunities during "The 14th Five-Year Plan" period. "The 14th Five-Year Plan" Business Development Plan specifies that it is necessary to promote the innovative development of foreign trade, carry out the special action of "one hundred million" cross-border e-commerce, the special action of building rules and standards, and the special action of high-quality development of overseas warehouses, so as to increase the proportion of foreign trade in new forms of business such as cross-border e-commerce to 10% by 2025.
On July 9, 2021, the Opinions of the General Office of the State Council on Accelerating the Development of New/New Modes of Foreign Trade was published, which proposed to apply the cross-border e-commerce B2B direct export, cross-border e-commerce export overseas warehouse supervision mode nationwide, facilitate the cross-border e-commerce import and export return and exchange management, and optimize the cross-border e-commerce retail import commodity list; Expand the pilot scope of cross-border e-commerce comprehensive pilot area; By 2025, we will strive to cultivate about 100 excellent overseas warehouse enterprises, and build a new type of foreign trade logistics network that covers the world and cooperatively develops relying on overseas warehouses.
